M&C Meeting (December 3, 2009)

The mayor and councilman Modesto Miranda were absent. All other council members were in attendance with councilman Michael Yakubov presiding as chair. Council-elect Joe Accardi joined the dais, following the tradition of allowing council elect to sit on the dais before the start of their term.

Communications

  • Both communications were moved, seconded, voted on, and approved.
 

Resolution 237-09

  • Richard Hernandez, Jr. was sworn in as a probationary police officer.
 

Report & Recommendations of the Mayor

  • Acting chair Michael Yakubov spoke on the tree lighting ceremony and the Holiday Parade. Council elect Joseph Accardi was asked to join the dais.
   
  • Councilman Matarante announced the winners of the Build-A-Snowperson contest.

    Report of Standing Committees & Other Mayor And Council Committees

    Councilman-At-Large Carl Hokanson

    • Council-At-Large congratulated councilman Yakubov on his marriage, spoke on his 300-day-in-office meeting, the Environmental Committee Meetings, and the Dog & Cat Report
     

    Councilwoman Larissa Chen-Hoerning

    • The councilwoman gave information on the upcoming H1N1 flu clinic, the Sound Of Music Sing-Along, the Rotary Club Pancake Breakfast, possibilities with Local Access Station programming, and municipal outreach with Twitter and Facebook.
     

    Councilman Rick Matarante

    • The councilman spoke on the use of Facebook, the Pop Warner cheerleaders going to Disney, and support of the cheerleaders.
     

    Councilman Hokanson had two (2) matters for closed.

     

    Councilman Larry Dinardo

    • The councilman attended a municipal services meeting and spoke on the tree lighting and the Holiday Parade.
     

    Councilman Michael Yakubov

    • The councilman spoke on the progress of street repairs and the Community Watch Program.
     

    Reports Of Departments

    Police Department

    • The Police Chief spoke on the Public Safety Committee, the red light monitoring system, and solar powered flashing lights on Sumner. Councilwoman Chen-Hoerning asked about details of the flashing lights and councilman Matarante suggested that residents of the aware be notified so they could give their input.
     

    DPW Report

    • The DPW superintendent spoke on leaf pick-up, putting up holiday decorations, and the up-coming schedule for storm drain maintenance and branch pick-ups.
     

    Fire Department Report

    • The Fire Chief spoke on the progress of the Rescue Truck, the drill that the fire department has in Middlesex, and the issues with generators.
     

    Borough Engineer Report

    • The borough engineer gave updates on projects throughout the Borough.
     

    Borough Attorney Report

    • The borough attorney had nothing public to discuss at this time but had one issues for closed dealing with Senior Citizen Housing and ConRail.
     

    Borough Clerk Report

    • The Borough Clerk had two (2) matters for closed dealing with ERM’s report forĀ  Wolf Field and contract negotiations.
     

    CFO Report

    • Teh CFO spoke on the reduced state aid payment for the Borough, the tax sale on November 24th, estimated pension bills, and one closed session matter dealing with Health Benefits.
     

    The Minutes To Be Approved, Pending Any Corrections, Motion that Bills & Payrolls Not Be Read, Motion that Bills & Payrolls Be Passed For Payment, and Minutes for Meetings were all voted on and carried.

    Public Portion

    Jacob Magiera

    • Mr. Magiera congratulated the Pee-Wee Cheerleaders on their victory and on the wedding of Michael Yakubov.
    • Mr. Magiera spoke on the anniversary of Pearl Harbor.
    • Mr. Magiera requested more Yield-To-Pedestrian signs and asked for the cost on the patio for the Casano Community Center.
    • Mr. Magiera asked about eh crosswalk pavers, the inventory of borough assets, the budget schedule, and the empty lots on Valley Road.
    • Mr. Magiera gave his Union County Air Traffic Air Noise (UCATAN) Report
     

    Robert Zeglarski

    • Mr. Zeglarski welcomed Mr. Accardi to council.
    • Mr. Zeglarski thanked the Police Chief and Karen Intile for the their presentations to the Rotary Club.
    • Mr. Zeglarski spoke on the municipal budget process and a resolution regarding the Non-Conforming Debt Schedule.
    • Mr. Zeglarski spoke on the issue between road re-construction and road re-surfacing.
    • Mr. Zeglarski spoke on the sewer utility budget.
     

    Glenn Marczewski

    • Mr. Marczewski spoke on the helmet reward program, senior citizen housing, the Sullivan property, AvalonBay stock, and a news article on teenagers using & selling pharmaceutical drugs.
     

    Joseph Signorello

    • Mr. Signorello asked about the rain date for the Holiday Parade. He also spoke on the possibility of doing something with NJ Transit to light under the railroad trestles.
     

    Andrew Casais

    • Mr. Casais asked how many vaccinations are available for the clinic on Sunday.
    • Mr. Casais gave information on the Sullivan property.
    • Mr. Casais announced the next Concerned Citizens Of Roselle Park meeting on December 12, 2009 at 1 p.m.
     

    Joe Ruck

    • Mr. Ruck spoke about the fence behind his daughter’s property on Williams Street stating that the removal of the fence is creating a safety issue since there is a storm drain open and unguarded. Councilman Hokanson and the DPW superintendent scheduled to place a temporary blockade until a new fence is installed.
     

    Debbie Bulli

    • Mrs. Bulli wanted to thank mayor & council for the Create-A-Snowperson contest and asked that more such events continue.
     

    Saba & Jacob Schneeberger

    • Mr. & Mrs. Schneeberger wanted to talk about the use of the driveway on 12 Warren Avenue which is being used for business purposes and is a health hazard to her family and others. Councilman-at-large directed them to the Borough Prosecutor to review the situation.
     

    Eugene Meola

    • Mr. Meola asked about the schedule for cleaning the storm drains and recyclable pick-ups.

    • All resolutions, with the exception of resolution 237-09, which was already voted on, were moved, seconded, voted on, and passed on consent.
     

    Appointments Of The Mayor

     

    Closed Session

    • A listing of closed sessions and the closed session notice were read.
     

    The meeting returned from closed session with no matters resolved. The meeting was adjourned.

    The superintendent and board members were in attendance with the exception of Jeff Parrell.

    Public Portion

    Glen Marczewski

    • Mr. Marczewski spoke on his continued efforts to provide as many children with bicycle helmets in the Borough.
     

    Jacob Magiera

    • Mr. Magiera asked questions of the BOE regarding the possible impact on school funding & taxes due to the current economic condition of the State and the issue of pensions if the State should go bankrupt.
     

    Saul Qersdyn

    • Mr. Qersdyn addressed questions & comments made by Mr. Ken Iachio at the November 17, 2009 BOE meeting.
     

    With no one else from the public coming forward, the public portion was closed.

    Agenda Items

    • All agenda items (1 through 9) were moved, seconded, voted on, and passed, with Mrs. Rinaldi abstaining on item #2.
     

    Committee / Liaison Reports

    • Mr. Leinberger commended the High School Marching Band for their work this year and wanted to have them recognized. The superintendent stated that they would be brought in during the second BOE meeting in January.
    • President Cindea wanted to congratulation Mrs. Panetta and Mr. Genovese for their work on contract negotiations.
     

    Continuing Business

    • The superintendent reminded the public that this would be the only meeting for December.

    • None.

    • Mr. Magiera asked for details in the funds spent for Agenda Item #6.
